Is it legal to refuse to present insurance information after
Our car was hit by our next door neighbor in front of the house. He first told us he wanted to pay cash for the damages, but balked when he saw the estimates. He continues to refuse to present his insurance information or license and the police (who did take a report but did not note his insurance information) have told us its a civil matter- does this make sense to anyone?
